Scapegoat

Dictionary Definitions:
1. a person made to blame for wrong doings, mistakes, or faults of others for reasons of convenience.
2. (biblical, Lev. 16) goat sent into the wilderness after the chief priest symbolically laid the sings of the people upon it.

Scapegoating can also be a way to shift responsibility onto someone else. After a bit of googling, scapegoating is a psychological defense mechanism for those in denial of blame or responsibility.
